As a general rule the workbook(s) containing containing your templates are separate from the EWP Project workbooks. This is so that many users can have access to the same series of templates - for example over a local network.
The usual procedure for using a template while working within an EWP Project is to select it when you create a new Working Paper, but there are times when some else has read/write control over the project. In these circumstance you can call a template into a non-project workbook and post it into the EWP Project as a registered working paper at a later date.
